    Log the incoming review

    Save the official comments and record the agency, project, review round, received date, and required response date.

    Triage comments

    Group comments by discipline, identify unclear items, flag dependencies, and decide which comments require coordination or client input.

    Assign response work

    Create owned tasks for technical responses, plan revisions, calculations, exhibits, and quality checks.

    Set the resubmittal milestone

    Work backward from the submission target to internal review, compilation, signature, and upload dates.

  5. 05

    Close and retain the round

    Confirm every response is addressed, submit the package, save confirmation, and record the next expected agency action.

Before assigning comments

Start with the official record. Preserve the comment letter, marked plan set, portal export, or meeting record exactly as received. Record the review round and dates before the team begins splitting the work across email and meetings.

Identify comments that affect more than one discipline. A utility response may change grading; a drainage revision may affect an exhibit; a planning comment may require client direction. Mark these dependencies before individual assignments make the work appear independent.

During response production

Each task should state the required outcome, not only repeat the agency comment. Assign one accountable owner even when several contributors are involved. Add the internal due date, related comment number, dependencies, and the file or response section that will prove completion.

Review progress against the resubmittal milestone rather than waiting for the final compilation date. The most useful status review asks which responses are complete, which are blocked, which need an internal check, and what could prevent the package from being submitted on time.

At resubmittal

Complete a final cross-check between the response matrix, revised documents, calculations, and portal package. Save the submitted set and confirmation together. Record the actual submission date, the next expected agency date, and any follow-up action the team still owns.
